Renting a Fence: Job Site, Event, or a Pool-Code Gap

When a rental fence fits better than installing one - job site, event, or a temporary pool-code gap - plus the permit question most sites don't answer honestly.

What This Job Actually Is

Three situations bring someone to a fence rental instead of a purchase: a construction or remodel job site, an event, and a pool-code gap during a remodel or between one fence coming down and the next going up. This is one entry in the rest of the fence projects we cover, an independent, non-selling guide - nothing below is a pitch for any rental company.

This is an independent guide to fencing in the Tampa Bay area. It does not install fences, rent equipment or hold a contractor’s license, and nothing below is a recommendation of any specific rental company.

The three triggers, and why rental fits each one

  • A construction or remodel job site. The perimeter only needs to hold for the length of the project.
  • An event. A yard boundary for a day or a weekend doesn’t justify a single post hole.
  • A pool-code gap. Water’s already in the ground, or about to be, and the permanent barrier isn’t up yet.

Freestanding Panels, No Post Holes

Rental panels are freestanding. They interlock and stand on their own feet, needing no post holes at all - that’s why a job-site perimeter, an event boundary, or a pool-code-gap barrier can go up in an afternoon and come down just as fast. It’s also why rental is priced by the rental period rather than a one-time installed price: a job site needs it for six weeks, an event for a weekend, a pool-code gap until the permanent barrier is finished.

What a Rental Term Typically Includes

Delivery, setup and removal are usually priced as separate line items from the panel rental itself, so check whether a quote covers all three or just panels sitting in a yard. Duration terms matter too - know what happens if the job runs long. Treat the whole thing as a commercial arrangement with the rental company, separate from any installation-trade licensing question.

Does It Still Need a Permit

I set up a job-site perimeter with rental panels years back and still got flagged by a code officer driving past, because nobody had checked whether that specific address needed a permit. Don’t assume “temporary” means exempt - it depends on which office has jurisdiction over your address.

Jurisdiction Permit required for a standard fence? Source
Unincorporated Hillsborough County No - neither zoning nor building permit LDC §6.07.01.C
Unincorporated Pasco County Exempt, unless supported by brick, block or concrete columns Pasco County exemption list, Rev. 5/30/2024
City of New Port Richey Yes, for every fence, regardless of material or height LDC §12.05.00, Ord. No. 2021-2224

Three parcels, three answers - which is why the full jurisdiction breakdown exists rather than one page trying to cover it all. If your trigger is a pool-code gap, one thing to know: whether that setup satisfies pool-barrier law is a separate safety-code question, not a permit question - what actually has to be true for a pool barrier covers it, not this page.

Cost

No Tampa Bay-specific rental figure exists in this site’s cost research, so what follows are national vendor numbers, not local rates. Chain-link panel rental runs roughly $20-70 per panel per month; plastic roll fencing roughly $15-37 per roll per month; a privacy or wind-screen add-on roughly $40-70 per panel per month; delivery, setup and removal roughly $100-500 per project - or, as a rough per-foot equivalent, about $1.50-4.00 per linear foot per month. National, not confirmed for this metro.

Who’s Actually Renting You This

The same county split applies here as elsewhere on this site: Pinellas County has a Fence Erection Specialty Contractor category; Pasco and Hillsborough don’t. That question barely touches this transaction, though - the rental company’s equipment and delivery is a separate commercial arrangement, distinct from any installation-trade licensing question a permanent fence would raise.

Red Flags

Watch for a pool already filled, or already in use, before the permanent barrier is installed, with rental panels quietly treated as if they were that barrier - they’re a stopgap, not a substitute. Contractor and delivery traffic through the site is a common way a gate ends up open during the workday, and panels reconfigured daily need the perimeter re-checked each time, not assumed closed because it was closed yesterday.

One flag runs the other way here: because no digging is involved, the statewide call-before-you-dig duty that binds nearly every other entity in this hub (Fla. Stat. ch. 556, through Sunshine 811) doesn’t reach this job - a genuine exemption specific to rental panels, not a pass on every other rule on this page.

Honest Verdict

Renting fits a genuinely short-term need, and the real trade-off against a cheap permanent fence is duration and reuse, not simply which is “cheaper” in isolation. Confirm the permit question for your address before assuming exemption - New Port Richey alone proves that assumption wrong. If a pool is part of the picture, treat the gap as a safety question to route out, not a clause rental panels quietly solve.

Frequently Asked Questions

Can I rent a fence instead of buying one? Yes, for a genuinely short-term need. The three triggers above all work the same way mechanically: freestanding interlocking panels needing no post holes, which is what makes rental fast up and fast down.

Does a temporary fence still need a permit? Not automatically - it depends on the address. Unincorporated Hillsborough and unincorporated Pasco generally exempt a standard fence, while the City of New Port Richey requires a permit for every fence regardless of material or height. Check whether a permit applies at your address before assuming either way.

How is a rental fence actually priced? By the rental period and the panel, not the linear foot. National figures run roughly $20-70 per panel per month for chain link, plus a separate delivery, setup and removal fee - every figure national, not confirmed for Tampa Bay.

Can I rent a fence to cover a pool-code gap during a remodel? Yes, that’s one of the three real triggers. Whether the setup satisfies pool-barrier law, though, is a separate safety-code question - what actually has to be true for a pool barrier answers that, not this page.

Work out which trigger is actually yours, confirm whether a permit applies at your address before assuming exemption, and if a pool is involved, route the gap through what actually has to be true for a pool barrier rather than assume rental panels solve it.
